Ministry of Coal has imposed District Mineral Foundation (DMF) and a National Mineral Exploration Trust (NMET) FEE with retrospective effect w.e.f 12.01.2015 by a simple notification by an officer at Coal Ministry , notification issued in August 2016. This is quite contrary to the first declaration by our beloved Honorable Prime Minister that nothing will be imposed and charged with retrospective date. This notification of Ministry of Coal has put many small and marginal traders in disastrous situation due to sudden recovery by Coal India Limited in January 2017 , any suggestions to get help to resolve this matter
